In England, every landlord must verify that their tenants have the legal right to live in the UK - before a tenancy begins. It's not a formality. It's a legal requirement under the Immigration Act 2014, and getting it wrong can cost you tens of thousands.

Up to £10,000 per occupier for a first breach
Up to £20,000 per occupier for a repeat breach
If you let a room in your own home: up to £5,000 per lodger for a first breach and £10,000 for repeat breaches
In the most serious cases - knowingly letting to someone disqualified - an unlimited fine and up to five years in prison
Penalties are charged per person, not per property. Let to four adults without valid checks and a first-breach fine can reach £40,000.

Required if: your property is in England, the tenancy starts on or after 1 February 2016, and any adult (18+) will use it as their main home - even if not named on the agreement.
